For a site with many links and lot of information, the three tiers is the perfect choice.
Navigation Structure Classifications:
For easy application and use, the navigation structures are further classified into two. They are bottom heavy structure and top-heavy structure.
The bottom heavy structure includes the second tier and the third tier. Here the link to the categories and various items are supplied from the main page. The choice is ideal, if you needs to include numerous categories, but with a very little content.
The top-heavy structure can be more useful with a site that carries more information under each category. The main page provides links to all the categories, but is arranged with tiers on the main page. The main page includes just a few links, but gives a correct idea with proper organization to navigate to the other hidden information.
To sum up, if you are planning to design a website, a two tier system will be ideal unless you have a gigantic site building. To balance the mess between the pages and to help the traffic navigate properly, use the top or bottom heavy navigation structures.
